The Zambia Institute of Chartered Accountants (ZiCA) has reported multiple complaints from its members regarding operational challenges associated with the Zambia Revenue Authority’s (ZRA) Smart Invoicing System, which was officially implemented on October 1, 2024.
Speaking at a tax updates workshop in Lusaka on Friday, ZiCA Chief Executive Officer, Anthony Bwembya, highlighted concerns raised by the business community, citing system glitches that disrupt daily operations, cause delays, and increase administrative burdens.
“Since its inception, businesses have reported various issues that hinder efficiency. We are actively engaging ZRA through the ZiCA Tax Committee to resolve these challenges,” Bwembya said.
He warned that if the problems persist, they could undermine the system’s intended benefits, frustrate users, and impact tax compliance levels.
Despite these concerns, Bwembya acknowledged ZRA’s commitment to modernizing tax collection and enhancing transparency through the Smart Invoicing System.
“As a critical source of government revenue, the Institute believes that digitalizing and streamlining invoicing is essential for promoting accountability, efficiency, and national development,” he said.
