ZEMA proposes revision of extended producer responsibility law to tackle plastic waste

The Zambia Environmental Management Agency (ZEMA) has proposed a revision of the Statutory Instrument (SI) governing Extended Producer Responsibility (EPR) in a bid to enhance the management of plastic waste in the country.

Christopher Kanema, ZEMA’s Acting Director of Operations, revealed that the proposed changes are aimed at addressing the challenges currently faced in managing plastic waste, particularly the issues arising from the existing regulations.

He said there was need for a comprehensive review of the SI to close existing gaps and ensure a more effective approach to plastic management.

Kanema told Zambia Monitor in an interview that the revision process would involve all stakeholders to discuss and address the challenges posed by the current law.

He noted that stakeholder involvement was crucial to ensuring the new regulations are both effective and widely supported.

“We are impressed with the level of awareness about plastic management among industry players. Some retailers have even gone ahead to eliminate plastic bags that are below the recommended 30 microns,” Kanema said, highlighting positive steps already taken by the private sector.

Despite these advancements, Kanema expressed concern over the persistent issue of small plastics, or microplastics, which continued to pose significant environmental challenges.

He pointed out that these small plastics often clog drainage systems, contributing to blockages that cause flooding during the rainy season.

“Small plastics continue to clog drainage systems in the country, contributing to blockages and causing flooding in some areas during the rainy season,” Kanema explained.

Kanema also mentioned that while some countries have imposed total bans on certain types of plastics, Zambia has opted for a more gradual approach. This includes restricting the size of plastic bags and promoting recycling efforts.

He noted that the recycling industry in Zambia was growing, with large companies developing EPR strategies that focus on the use of recyclable and degradable plastics.

“The recycling industry is growing in Zambia. Large companies are developing strategies for EPR, using recyclable and degradable plastics,” he observed.

Kanema stressed the importance of a collaborative effort to effectively address the challenges associated with plastic waste.

He reiterated the need for revising the statutory instrument to strengthen regulation and minimize the environmental impact of plastic waste.

“The proposed revision of the SI is essential to ensure that we have a robust framework that effectively regulates plastic management and minimizes its environmental impact,” Kanema concluded.

ZEMA’s proposal underscored the agency’s commitment to improving environmental management practices in Zambia, particularly in the face of growing concerns about plastic pollution.

The revision of the EPR law is seen as a critical step in enhancing the country’s ability to manage plastic waste and protect the environment.
