Zambia, South African research institute sign agreement to strengthen country’s foreign policy framework, diplomacy

The Ministry of Foreign Affairs and International Cooperation has signed a Memorandum of Understanding (MoU) with the Southern African Institute for Policy and Research (SAIPAR) to enhance Zambia’s foreign policy framework and international diplomacy.

The partnership aims to strengthen institutional capacity, ensuring evidence-based foreign policy strategies aligned with Zambia’s economic transformation agenda.

According to a statement issued in Lusaka by Ministry Principal Public Relations Officer, Eva Chanda, on Saturday, the MoU would facilitate improved stakeholder engagement and consultations, supporting the government’s economic diplomacy efforts.

“This agreement will empower the Ministry to effectively deliver on its mandate and contribute to the Presidential vision of economic transformation through economic diplomacy,” the statement read.

The collaboration would also focus on capacity building and training for Ministry personnel, diplomats, and Zambia Institute of Diplomacy Studies (ZIDIS) staff.

The MoU was signed by Etambuyu Gundersen, Permanent Secretary for International Relations and Cooperation, and Professor Manenga Ndulo, Executive Director of SAIPAR.

Speaking at the signing ceremony at Charter House in Lusaka, Gundersen stated that the MoU aligned with the Presidential directive of leveraging private capital for economic development.

“The government will benefit from SAIPAR’s expertise as Zambia strengthens its bilateral and multilateral relations in line with its economic development plan,” she said.

Professor Ndulo, in response, highlighted SAIPAR’s existing agreements with other government departments, noting that the new MoU reinforced these collaborations.

“SAIPAR stands ready to support government efforts by linking research institutions with Zambia’s policy objectives to improve citizens’ quality of life,” he said.
