The Zambia Police Service has reiterated its commitment to upholding civil liberties while maintaining law and order in line with democratic principles, transparency, and accountability.
Police Spokesperson, Rae Hamoonga, acknowledged concerns over the perceived narrowing of civic space due to enforcement actions under certain laws.
In a statement issued in Lusaka on Monday, Hamoonga emphasised that the Police operated within the constitutional and legal frameworks of Zambia.
He stated that their core duty was to ensure public safety and security while respecting citizens’ rights to peaceful protest, provided such activities comply with laws safeguarding public order.
“Any enforcement actions taken are aimed at preventing disorder or breaches of the law. However, we recognise that some actions may be perceived as heavy-handed,” Hamoonga said.
He assured the public of the Police Service’s openness to constructive feedback and its commitment to continuous improvement through professional training and accountability mechanisms.

Hamoonga reaffirmed a zero-tolerance policy on misconduct within the Police, noting that allegations of harassment and intimidation are taken seriously.
“Any officer found acting outside the law is subjected to disciplinary action in line with the Police Code of Conduct,” he said, urging citizens to report such cases through established complaint channels.
Rejecting claims of political bias, Hamoonga maintained that the Police Service is a non-partisan institution serving all citizens equally.
“We reject any suggestion that the Police is being used as a tool of political oppression. Our mandate is to uphold the Constitution and protect the rights and freedoms of all Zambians without fear or favor,” he stated.
Highlighting efforts to enhance professionalism, Hamoonga cited ongoing initiatives such as human rights training, community engagement programs, and modern policing techniques aimed at improving service delivery.
He also emphasized the Service’s collaboration with stakeholders, including civil society, to build trust and foster cooperation.
“The Zambia Police Service remains committed to serving the public with integrity, fairness, and professionalism,” Hamoonga assured, adding that the Police encouraged open dialogue with civil society organizations and stakeholders to address concerns and promote national development.
