The Zambia Correctional Service (ZCS) and the Namibia Correctional Service (NCS) have set up a joint technical team Joint to authenticate the status of 122 Zambian citizens imprisoned in Namibia.
The two correctional services agreed to determine the nationality of inmates who expressed a desire to complete their sentences in Zambia but lacked the necessary national documentation.
In a statement issued in Namibia on Friday, ZCS Commissioner General, Fredrick Chilukutu, voiced concern that despite Zambia sharing borders with eight other nations, the significant presence of Zambians in Namibian correctional facilities was tarnishing the reputation of the Zambian people.

“It is my hope that the establishment of the joint technical team Joint to ascertain the nationality of the inmates who indicated willingness to serve the remainder of their sentences in their respective countries will provide solutions to this overarching problem,” Chilukutu said.
NCS Commissioner General, Raphael Hamunyela, stated the importance of inmates to serve their sentences close to their families.
He emphasized that maintaining family ties was crucial for an inmate’s rehabilitation and successful reintegration into society.
“Studies have consistently found that inmates who maintain close contact with their family members while incarcerated have better post-release outcomes and lower re-offending rates,” Hamunyela said.
