Zambia launches 2025 national social protection policy

The Zambian government has launched the 2025 National Social Protection Policy, designed to enhance human welfare through a lifecycle approach that provides targeted support at different stages of life.

Minister of Community Development and Social Services, Doreen Mwamba, in a speech read on her behalf by Permanent Secretary Angela Kawandami, emphasized the policy’s role in reducing income inequalities, ensuring food and nutrition security, and improving access to essential services such as healthcare and education.

Speaking at the launch on Thursday at Mulungushi International Conference Centre in Lusaka, Mwamba urged government ministries, agencies, and stakeholders to work together to implement the policy effectively.

“Social protection is not a luxury but a necessity—it serves as a safety net for the vulnerable, an opportunity for the marginalized, and a catalyst for empowerment across all walks of life,” she stated.

She highlighted that the lifecycle approach ensures that individuals receive appropriate support from birth through childhood, adolescence, adulthood, and old age, addressing risks and challenges at each stage of life.

Foreign, Commonwealth & Development Office (FCDO) representative, Nicola Oldham, commended Zambia’s commitment to tackling vulnerability through progressive social protection programmes such as the Food Security Pack (FSP) and Social Cash Transfer.

Similarly, UNICEF Country Representative Penelope Campbell described social protection as a cornerstone of socioeconomic development and hailed the policy as a critical tool in breaking the cycle of intergenerational poverty.
