The United Nations Development Programme (UNDP) Zambia says there is need for investment in modern tools and technologies to effectively implement the Police Communication Strategy for 2024-2026 as the country prepares for elections.
UNDP Zambia Resident Representative, James Wakiaga, said in times of crisis or events of heightened public interest such as electoral and political processes, it was important for the Police to communicate proactively and comprehensively.
Speaking at the launch of the Police communication strategy for 2024-2026 period at Southern Sun Hotel in Lusaka on Monday, Wakiaga said this was meant to engender public trust and confidence in their actions by being open and honest about their actions, mistakes and successes.
He stated that where possible, to further enhance public trust and demonstrate accountability, the Police Command should consider having a social media presence, amplifying official messages from their Public Relations Department.
“It is gratifying to note that the Communication Strategy recognizes the need to develop messages and content that is tailor-made for diverse population groups, including persons with disabilities,” Wakiaga said.
He emphasized that clear, consistent and comprehensive multi-media communications enable institutions to better respond to rapidly changing situations, and, more importantly, build community partnerships, and public trust in their intentions and actions. and legitimacy
Wakiaga noted that given the proliferation of information, including fake news spread mostly through social media, it was important for the Police to stay ahead of the curve by proactively making vital information available and countering misinformation and disinformation in a timely manner.
“Left unchecked, false claims and misinformation have the potential to cause social disharmony and damage public trust in public institutions and the legitimacy of their actions,” he said.

Meanwhile, Inspector General of Police Graphael Musamba appealed to the UNDP for the continued support to Police activities especially as the country prepares for the 2026 elections.
Musamba noted that the period would be particularly demanding for the Police as it would focus on continuos capacity building for the Officers to equip them with necessary skills and knowledge to handle unique challenges that arise during elections.
“Our communication strategy aligns with the objectives outlined in the Eighth National Development Plan (8NDP), particularly concerning good governance, transparency and accountability,” he said.
Musamba stated that through these efforts, the Zambia Police Service seeks to contribute positively to the broader development outcomes of the police nation by ensuring that the principles of justice and public safety were upheld.
