Speaker of the National Assembly, Nelly Mutti, has recalled Parliament from recess for a special sitting to consider the Planning and Budgeting Committee’s report on the revised 2024 annual borrowing plan.
National Assembly Senior Media Liaison Officer, Nshamba Muzungu, announced on Friday that the special sitting, scheduled for Tuesday, December 17, 2024, is in accordance with Standing Order 259 of the Standing Orders, 2024.
Muzungu stated that Speaker Mutti had issued Gazette Notice No. 1299 of 2024 to officially inform Members of Parliament and the public.

“Notice is hereby given to all Members of Parliament and the general public that, in exercise of the power conferred upon the Speaker of the National Assembly by Standing Order 259 of the National Assembly of Zambia Standing Orders, 2024, the Speaker has appointed Tuesday, December 17, 2024, as the date for the Special Sitting of the House to consider the Report of the Planning and Budgeting Committee on the Revised Annual Borrowing Plan, 2024,” read part of the statement.
Muzungu further noted that the decision aligned with Article 75(3) of the Zambian Constitution, which provides the legal and procedural basis for summoning an emergency sitting.
“Notwithstanding clause (2), the President or two-thirds of the Members of Parliament may, in writing, request the Speaker to summon a sitting of the National Assembly,” Muzungu explained.
