Solicitor General advocates for harmonisation of military, civil justice systems

Solicitor-General, Marshal Muchende, has called for the harmonisation of military and civil justice systems to prevent conflicts and ensure effective legal frameworks.

Speaking at the seventh African Military Law Forum in Lusaka, Muchende emphasized the need for clear guidelines to address jurisdictional issues and avoid overlaps between the two systems.

“The bi-annual forum is crucial for developing strategies to harmonize military and civil justice and enhance the rule of law across member countries,” Muchende said during his presentation on the Challenges of Military Justice within a Civil Justice System.

Zambia Army Director-General of Training Brigadier General John Banda, addressing the panel on ‘Command Accountability during Deployment,’ reaffirmed the Zambia Defence Force’s commitment to incorporating legal advisors throughout troop deployments to avoid legal complications.

“The Zambian Defence Force prioritises high standards of accountability and integrates legal advisors into the deployment process,” Banda stated.

Additionally, a panel discussion on Investigations Best Practices featured Colonel Marguerite Meffand Loaw of Cameroon, Major General Charles Walker of the United States, and Zambia Army Military Police School Commandant, Colonel Keith Shantumbu.

He highlighted the role of Military Police in operational areas, collaborating with military legal practitioners to ensure proper evidence collection and legal proceedings.
