The Road Transport and Safety Agency (RTSA) has suspended the Road Service Licenses (RSL) of Talwaka Lumo Transport Company and Emmanuel Kasunga, both operating under the brand name “Road Force,” for violating the terms and conditions of their licenses.
According to Acting Head-Public Relations Officer, Mukela Mangolwa, the decision was made in accordance with Section 110B of the Road Traffic (Amendment) Act No. 8 of 2022, which mandated the revocation of a license if the holder fails to comply with its terms and conditions.
In a statement issued in Lusaka on Friday, the agency directed the operators to cease all operations under Road Service Licenses MSA32186/1 and MSA32187/1 for three months.

“This follows a number of violations by the operator. On June 16, 2024, a Talwaka Lumo bus with Registration Number BCE 8199ZM was involved in a serious injury road traffic crash,” Mangolwa said.
Preliminary investigations by RTSA revealed that the Global Positioning System (GPS) for the bus was not active after departing Intercity Bus Terminus, violating the Agency’s statutory requirement for GPS activation in all Public Service Vehicles for monitoring speed and location.
Mangolwa further noted that on August 11, 2022, the operator received a notice of intention to revoke their road service license following a fatal crash involving vehicle BCC 7166ZM, whose GPS was also inactive at the time of the accident.
“The Agency has since advised Talwaka Lumo Transport Company Limited to adopt and implement a comprehensive Fleet Safety Management Programme, which includes Driver, Vehicle, Journey, Organisational Management, and Health and Safety Policies,” he stated.
