Woodlands Police Station in Lusaka has reportedly turned away Citizens First party Central Committee member, Patson Chalwe, who sought to file a complaint against Education Minister Douglas Syakalima for alleged hate speech.
Chalwe claimed the officers refused to accept his complaint.
In his complaint letter, Chalwe accused Syakalima of violating Section 70 of the Penal Code, which prohibits hate speech.
He cited two instances. First, he alleged that Syakalima referred to the people of Luapula Province as suffering from a “poverty of the mind.”
Secondly, he alleged that the culprit reportedly called members of a political grouping “monkeys.”
“I am reporting Douglas Syakalima, Minister of Education, for hate speech contrary to the Penal Code, Section 70, for making the above utterances,” Chalwe stated.

At Central Police in Lusaka, another Citizens First party official, Genesis Tembo, reportedly faced a similar challenge when attempting to lodge a complaint against Levy Ngoma, Political Advisor to the President.
Tembo sought to have Ngoma summoned to explain the source of motorbikes allegedly distributed in Petauke, Eastern Province.
After being turned away by Central Police officers, Tembo was referred to Police Force Headquarters, where his complaint was finally received after a 90-minute wait.
