Members of the public are in panic mode over the Ministry of Lands and Natural Resource’s order to clean their data under the new land administration system before they can access some of the services.
The Ministry of Lands and Natural Resources had deployed a new land administration system and migrated all the data to the new Zambia Information Land Administration System on Saturday May 12, 2023.
Addressing a media briefing in Lusaka on Sunday, Minister responsible, Elijah Muchima, said government wants to ensure the integrity of the information in the new system hence all property owners to undergo property information update and cleaning.
Muchima said the data cleaning exercise takes 5 to 7 minutes, thereafter the records can then be processed by the back-office staff and members of the public can also use the e-filing service on the Zamportal to submit their titles and National Registration Cards for data cleaning.
He said at least 500, 000 title deeds are missing critical details to be processed into the new Zambia Information Land Administration system from the old land management system since the cleanup exercise commence.
Muchima said from the 500, 000, some of the title deeds are missing phone numbers, National Registration Card (NRC) number with others are missing Emails.
He said data from the old Zambia Integrated Land Management Information System (ZILMIS) system is “unclean” and some records are duplicated, important fields such as phone numbers are missing others have landlines that were captured a long time ago and are not functional, email address were not captured that time.
“For most of the services to take place property owners or their agents must create a Zampass account on the Zamportal and they should submit the Original Certificates of Title and their National Registration Cards,” Muchima said.
He said the Ministry is managing this transition phase which the members of staff and members of the public must adjust or adopt to.

“You will agree with me that we may have had minor challenges in the conveyance services. I wish to assure all our clients that these challenges are being addressed as a matter of urgency,” Muchima said.
He said members of the public stand to benefit more from using the new system as they will be able to access it anywhere in the world and are able to make online payments while receiving documents in electronic form.
Muchima said the system is a game changer as it allows clients to receive documents in electronic form such as offer letters, certificate of title and many more accordingly.
