The National Institute for Public Administration (NIPA) has announced that all public service workers will be required to obtain certification from the institution before securing employment in the public sector.
NIPA Executive Director, Jacob Malungo, stated that the move aimed to enhance service delivery by ensuring all public workers undergo a mandatory four-week pre-training programme in public administration.
“Everyone in Zambia who applies for public service employment after the cut-off date will not be hired until they have been trained and certified by NIPA,” Malungo said during a meeting at the institution’s Lusaka headquarters.
He noted that once the necessary systems are in place, NIPA would announce the deadline by which all public workers must obtain certification.

The programme has already begun, with over 500 non-accounting officers in the Ministry of Education, cabinet ministers, provincial ministers, and permanent secretaries having completed the training.
Additionally, 375 more non-accounting officers have registered, with NIPA aiming to train all directors in public offices and civil servants recruited since 2021.
NIPA Deputy Executive Director for Academics, Eliot Mumba, stated that the institution had introduced an online training option for those unable to attend in person.
“There is an opportunity for everyone to be trained. The system is efficient and trusted,” Mumba said.
The new requirement is expected to standardize competencies across public service roles and improve governance efficiency.
