Lusaka lawyer, Chirwa, sues National Road Fund Agency over alleged ‘detention’ at toll gate

Prominent Lusaka lawyer, Joseph Chirwa, has sued the National Road Fund Agency (NRFA), seeking damages for what he describes as an unjustified ordeal that left him and his children stranded for hours at a toll gate.

According to a lawsuit filed in the Lusaka High Court, Chirwa alleged that on November 23, 2024, NRFA officers detained him for over two hours at the Chongwe Toll Gate despite having paid the mandatory toll fees and presenting a valid temporary import permit for his Malawian-registered Nissan Navara (BZ14638A).

Chirwa claimed he was stopped by NRFA officers identified as Sunga and Rhoda on his return journey to Lusaka, who questioned why his vehicle had a foreign registration.

Despite producing the necessary documentation issued by the Zambia Revenue Authority (ZRA), he was allegedly held from 14:00 to 16:25 hours, causing distress to both him and his children.

He argued that the officers’ actions amounted to false imprisonment, subjecting him to mental anguish, stress, and inconvenience.

As a result, he is seeking damages, legal costs, and any further relief the court may grant.
