Lusaka lawyer, Joseph Chirwa, has filed a lawsuit against the Attorney General, the President of the Constitutional Court, and the Court Registrar, alleging unlawful blocking of his application to join the eligibility case of former President Edgar Lungu.
In his application for leave to begin judicial review proceedings, Chirwa seeks to have the Constitutional Court Registrar’s decision quashed, arguing that the refusal to accept his filing was illegal, irrational and a breach of procedural fairness.
Chirwa contended that the Registrar denied him the opportunity to participate as amicus curiae (friend of the court), a move he claimed restricted his ability to offer insights to the case.

He argued that only the presiding judge had the authority to accept or reject filings from prospective litigants, accusing the Registrar of overstepping by unilaterally refusing his application.
Chirwa further asserted that the Registrar’s actions violated natural justice by denying him a chance to be heard, with no valid reason or explanation provided for the rejection.
He described the decision as arbitrary, undermining the integrity of the judicial process.
The case is currently before the Lusaka High Court.
