Munir Zulu, the Lumezi Independent Lawmaker, and civil rights activist, Brebnar Changala, have been arrested and detained by police in Lusaka on charges of hate speech and seditious practices.

Police spokesperson, Rae Hamoonga, in a statement issued in Lusaka on Monday, said Zulu had been detained for an alleged offence of hate speech.

Hamoonga explained that this action followed an investigation into statements made by Zulu that were deemed to incite hatred and division among various groups in society.

“Hate speech is a serious offence that undermines national unity and peace and the Zambia Police Service remains committed to upholding the law and ensuring that such actions are addressed appropriately,” he stated.

Additionally, Hamoonga said Changala had been detained for the alleged offence of seditious practices.

He stated that this followed evidence gathered indicating that Changala engaged in activities intended to incite rebellion against the authority of the state.

“Seditious practices posed a significant threat to national security and public order and the Zambia Police Service will take all necessary measures to prevent such actions and maintain stability in our nation,” Hamoonga said.

He added that both Zulu and Changala were currently in police custody and would appear in court soon to face the respective charges brought against them.

Hamoonga urged the public to remain calm and refrain from making speculative statements that could exacerbate tensions.

“We are dedicated to conducting our duties with fairness and integrity, ensuring that justice is served,” he assured.
