Kitwe District Commissioner slams Education Board Secretary for allegedly distributing promotion letters without authorization

Kitwe District Commissioner (DC), Lawrence Mwanza, has condemned District Education Board Secretary (DEBS) Christopher Nyungila for issuing promotion letters to 398 teachers without clearance from higher authorities.

Mwanza described the action as gross insubordination and a breach of administrative protocol.

Speaking in a statement on Tuesday, Mwanza criticized Nyungila for publicly announcing confidential promotions without the consent of the DC or the Provincial Education Officer (PEO).

He said the decision to organize a public gathering for the handover of promotion letters was inappropriate and demonstrated a lack of regard for established procedures.

“The DEBS acted without a mandate in publishing confidential promotions and failed to inform the relevant authorities. This lack of communication and poor teamwork undermines the collective responsibility needed in governance,” Mwanza said.

As the Dean of District Commissioners on the Copperbelt, Mwanza emphasized that the failure to consult higher authorities contradicted the United Party for National Development (UPND)’s vision of professional conduct and procedural fairness.

“The actions of the DEBS undermine institutional integrity and public trust. Such misconduct must be condemned as it goes against our commitment to transparency, accountability, and good governance,” Mwanza added.

He called for adherence to established protocols among public servants to uphold the values of the UPND administration.
