President Hakainde Hichilema has warned that failing to utilise the Constituency Development Fund (CDF) will be considered an act of economic sabotage, particularly against the less privileged.
He also urged Civil Society Organizations (CSOs) to hold leaders accountable for the effective use of the enhanced CDF across all 166 constituencies.
In a speech to Parliament on Friday, reflecting on the country’s progress in upholding national values and principles, Hichilema emphasized that elected officials no longer had any excuse to neglect their constituencies, as they were no longer relying on personal resources for development projects.
“To improve the welfare and livelihood of the less privileged in our communities, the government has been implementing several social protection programs,” he said.
He cited initiatives such as the Farmer Input Support Programme (FISP), Social Cash Transfer, Food Security Pack, Public Welfare Assistance, and the Cash for Work Programme, all of which are being implemented equitably across the country.
Hichilema also highlighted government efforts to improve water and sanitation, stating that over 4 million people had benefited from the construction and rehabilitation of boreholes.
“In addition, we have expanded sanitation facility networks, achieving 73.6 percent urban sanitation coverage,” he announced.
Under the CDF, the government had so far constructed 2,352 water, sanitation, and hygiene facilities in schools, health centers, markets, bus stations, and communities nationwide.
