Hichilema backs private sector-led infrastructure development during Egypt visit

President Hakainde Hichilema has reiterated his administration’s commitment to private sector participation in Zambia’s infrastructure development, emphasizing the importance of the Public-Private Partnership (PPP) model.

The President, who is currently on a State visit to Egypt from February 23 to 25, 2025, toured the newly constructed Administrative Capital for Urban Development project, which houses government offices and residential units.

“It was gratifying to learn that such gigantic and iconic infrastructure has been developed by private sector players, without any funding from the government treasury,” President Hichilema wrote on his Facebook page.

He stressed that Zambia must adopt a similar approach, allowing the private sector to drive capital projects while government resources are reserved for essential social services such as health and education.

Foreign Affairs and International Cooperation Minister Mulambo Haimbe, in a statement announcing the visit, said it underscored Zambia’s commitment to deepening relations with Egypt, a key strategic partner.

“The visit will serve as a platform to enhance bilateral cooperation in priority sectors, including Energy, Agriculture, Infrastructure, Trade and Investment, Health, Transport, and Tourism,” Haimbe stated.

President Hichilema is scheduled to hold talks with Egyptian President Abdel Fattah El-Sisi, with discussions expected to lead to the signing of Memoranda of Understanding (MoUs) to boost economic collaboration.

A key highlight of the visit is a Business Forum co-organized by the Zambia Development Agency (ZDA) and Egypt’s General Authority for Free Zones and Investment (GAFFI), aimed at strengthening trade and investment partnerships.

“Zambia and Egypt share deep-rooted diplomatic ties based on shared values and common development aspirations,” Haimbe noted, adding that the visit also presents an opportunity to leverage Egypt’s expertise in climate-smart agriculture and sustainable farming.

President Hichilema is expected to return to Zambia following the conclusion of his official engagements.
