The underperformance of the Constituency Development Fund (CDF) and Local Government Equalisation Fund in the first half of 2024 has hindered government’s aspirations of decentralising resources for improved local service delivery.
This finding comes from the 2024 Mid-Year Budget Performance Report released last week by the government.
The report highlighted that both the Local Government Equalisation Fund and the CDF were unsustainable in supporting the decentralisation agenda.
Additionally, the low absorption rate of the CDF has prevented the effective transfer of resources to the local level.

Development activist, Archie Mulunda, commented on the report, noting that bureaucratic hurdles in the procurement process were obstructing resource allocation.
Despite stakeholders’ recommendations to simplify the process, the government had yet to implement these changes.
Mulunda warned that without streamlining the procurement process, enhanced service delivery for most Zambians would remain unattainable.
