The Zambian government has issued a firm ultimatum to all Information and Communication Technology (ICT) professionals, requiring them to register with the Information and Communication Technology Association of Zambia (ICTAZ) by the end of September 2024.
This directive comes as part of a broader effort to regulate and standardise the ICT sector, ensuring that all professionals operating within the industry meet established standards.
Percy Chinyama, National Coordinator of the Electronic Government Division, also known as SMART Zambia Institute, announced the directive during a press briefing held in Lusaka on Tuesday.
Chinyama emphasized that the registration requirement aligned with a legal pronouncement made in 2023 and as in accordance with existing laws.
“SMART Zambia Institute has ensured that over 400 ICT professionals within the central government are fully registered with ICTAZ,” Chinyama disclosed.
“This registration is not just a formality; it is a crucial step in setting and maintaining the standards necessary for the ICT sector to thrive,” he added.
Chinyama underscored the importance of ICTAZ in fostering professional stability within the sector, noting that the association was instrumental in setting the standards that guide ICT professionals in Zambia.
“While technology is an essential component of our digital transformation, we must not overlook the importance of people management and adherence to high standards,” he stated.
He further highlighted the necessity for collaboration between the government and the private sector to advance Zambia’s digital transformation agenda.
“There is a need for ongoing dialogue, knowledge sharing and mutual support between the public and private sectors,” Chinyama said, adding that such cooperation was vital for achieving a fully digital Zambia.
Chinyama also referenced a presidential directive stating the importance of growing the economy through partnerships with small and medium enterprises (SMEs).
He pointed out that ICT had significant potential to support SME growth and job creation.
“ICT is a key enabler for SMEs and its development is crucial for economic growth and job creation,” he noted.
Speaking at the same event, ICTAZ President, Dr. Clement Sinyangwe, expressed appreciation for the support provided by SMART Zambia in developing the association and meeting public expectations.

Sinyangwe praised the achievements of the Electronic Government Division, particularly in the areas of system implementation, infrastructure development, and policy expansion, which have significantly increased the adoption of E-Government services and digital technologies in Zambia.
“I also want to commend SMART Zambia’s public-private collaborations with commercial entities, which are fostering national development,” Sinyangwe remarked.
He said these partnerships were important in driving the country’s digital agenda forward.
Sinyangwe further called on ICTAZ members to convene and draft a constitution that reflected the association’s aspirations, promoting innovation, responsibility and reputation among ICT professionals in Zambia.
“We must ensure that our constitution upholds the highest standards, fostering a community of innovative and responsible ICT professionals who can contribute meaningfully to national development,” he urged.
