Govt set to publish medium-term expenditure paper, spends K10.9 billion in June

Government has announced that it will next week publish the 2024-2026 Medium-Term-Expenditure-Framework Green Paper, as it releases K10.9 billion to finance public service delivery and developmental programmes.

Situmbeko Musokotwane, Finance and National Planning Minister, announced on Wednesday that the paper would be published within the next week for scrutiny.

“We take this opportunity to state that the 2024-2026 Medium-Term-Expenditure-Framework Green Paper will be published within the next one week for public review, analysis and feedback before the Government progresses to finalise the 2024 National Budget which will be presented to the National Assembly in September, 2023,” he said in a statement.

On the 2023 budget execution, Musokotwane said government was pleased with the positive performance trajectory as it had seen the sustained financing of social sectors and meeting of several budget obligations for the current year.

The Minister was commenting in reference to the June, 2023 budget expenditure whereby K10.9 billion was released to finance public service delivery and developmental programmes.

Of the amount released, government spent K3.7 billion on costs relating to the Public Service Wage Bill (Personal Emoluments) for various public service workers.

Government also spent K4.9 billion on debt service (domestic and external) and arrears while K3.7 billion was released for the public service wage bill.

Additionally, K673.5 million was released for transfers, subsidies and social benefits.

“Furthermore, the Treasury released K1.3 million for implementation of various government programmes and general operations, while K407.6 million was spent on roads infrastructure.

“Highlights Transfers and Subsidies: Government released a total of K673.5 million towards transfers and subsidies,” Musokotwane said.

Other notable expenditure items included: K258.7 million for the operations of hospitals and Grant Aided Institutions (GAIs) K115.1 million for universities operations; and, K111.6 million to the local government equalisation fund.

According to Musokotwane, the treasury also released K1.3 billion to facilitate service delivery under various ministries provinces and agencies.

“A sum of K407.6 million was released towards road infrastructure rehabilitation and construction in various locations, countrywide.

“Furthermore, the treasury released K906.1 million towards dismantling of arrears owed to suppliers of goods and services,” he said.

He, therefore, encouraged other stakeholders to continue complimenting the government’s efforts in monitoring the implementation of developmental programmes and projects irrespective of localities.
