Government to compensate family of teen shot by police in 2020

The family of 17-year-old Timothy Zulu, who was fatally shot by a police officer in 2020, will receive compensation following a consent judgment by the Lusaka High Court.

Judge Situmbeko Chocho endorsed the decision, which included K150,000 in legal costs for the family, while additional compensation will be determined by court assessment.

Timothy’s father, John Zulu, a Kamanga resident, sued the Attorney General in July 2023, seeking K2 million for the loss of his son.

The Grade 12 student was killed on September 27, 2020, when police officers from Kamanga Police Post fired live ammunition during an operation.

Despite John Zulu’s appeals for State support during the funeral and subsequent letters to the President, Ministry of Home Affairs, and the Director of Public Prosecutions (DPP), no action was taken for years.

“The plaintiff has endured the loss of his son, mental anguish, and emotional distress due to the defendant’s reckless actions,” court documents stated.

After years of legal pursuit, the State, represented by Attorney General Mulilo Kabesha, agreed to compensate the family.

The court ordered that once compensation is paid, the family will make no further claims against the government.
