Finance minister, Musokotwane, tells parliament why salaries of misplaced officers are withheld

Government has withheld salaries of misplaced officers until they are identified by the relevant Ministries, Parliament heard on Thursday.

A misplaced officer is one whose duty station and payroll station are different, Finance and National Planning Minister, Situmbeko Musokotwane, explained.

Musokotwane said after the identification by the responsible Ministries, they were supposed to write to the Ministry of Finance and National Planning for salaries to be paid.

“I note the observation by the committee on unaccounted for officers. The house may wish to note that these are misplaced officers on the payroll. The exercise is on going,” he said.

Musokotwane said government had also decentralised the management of payroll inputs and introduced payroll workflow management system.

He said this implied that the Controlling Officer for each Head of Expenditure would be in charge of all payroll inputs on the Payroll Management and Establishment Control (PMEC) system that pertains to their Ministry.

“Super users will only be responsible for inputs with regard to transfers across Ministries. This measure has not only ensure close supervision of the payroll but that correct entitlements are paid,” the Minister said.

On delayed conclusion of disciplinary cases, Musokotwane said the issue was being tackled in a systematic way.

He said government had introduced a system of working in collaboration with all Service Commissions who had since decentralized the Human Resource operations to District levels.

“This has resulted in speeding up disciplinary cases. Therefore, all disciplinary cases are now being handled by relevant districts,” Musokotwane said.

He said to ensure that the payroll was managed in accordance with the applicable laws and regulations, government constituted a steering and technical committee to spearhead the reforms in the payroll management.

“This Committee has so far introduced a payroll workflows that segregates the various processes of payroll management resulting in enhanced internal control in payroll management,,” Musokotwane said.
