Family of 17-year-old sues State over his death

Almost three years after 17-year-old, Timothy Zulu, was fatally shot dead by a police officer in Kamanga Compound of Lusaka, the family has filed a lawsuit against the State claiming K800,000 for loss of life.

The victim’s father, John Zulu, claimed on September 27, 2020, officers at Kamanga police post situated in Chelston did cause the death of his son, who was in grade 12.

Zulu who has cited the Attorney-General as the defendant in the case before the Lusaka High Court, said efforts to have the State compensate the loss of life of his son which was abruptly cut shot by the irrational conduct of the officers had proved futile.

He lamented that government even failed to provide any financial assistance at the funeral of his son.

“On the January 15, 2021, the plaintiff wrote a complaint letter to the head of state where the plaintiff complained over the conduct of the defendant’s police officers but surpassingly no response was availed,” he said.

Zulu stated that when he followed up the issue with the Director of Public Prosecutions (DPP), he denied having received any report relating to the matter.

The victim’s father said he also received cold responses from the Ministry of Home Affairs.

“On the April 20,2021, the plaintiff in addition wrote a letter to the defendant for compensation of the death of the plaintiff’s child and surprisingly the defendant failed to adhere to the plaintiff’s request. On July 7 ,2023, the plaintiff wrote a final demand to the defendant in which the plaintiff claiming K800,000 for the loss of the killed child by the defendant through his officers at Kamanga police post and the defendant failed to adhere to the plaintiff’s demand,” he submitted.

Zulu said he had suffered mental torture due to the death of his son caused by the officers.
