Ex-ZAMMSA director-general, Nyasulu, two others arrested for allegedly violating procurement laws

The Drug Enforcement Commission (DEC) has arrested former Zambia Medicines and Medical Supplies Agency (ZAMMSA) Director General, Victor Nyasulu, for alleged failure to comply with public procurement laws and procedures.

Nyasulu was arrested alongside Nalishebo Siyandi, 52, former ZAMMSA Director for Supply Planning, and Nchimunya Chrispin Habbadu, 58, the agency’s Director for Procurement.

DEC Public Relations Officer, Allan Tamba, confirmed their arrest in a statement issued in Lusaka on Saturday, stating that the charges related to the willful failure to follow procurement regulations in awarding contracts for medicines and medical supplies.

“The trio, between January 2023 and December 2025, failed to comply with procurement laws in awarding contracts to 26 companies, leading to wasteful expenditure and the purchase of medicines that did not meet the required 80 percent shelf-life threshold,” Tamba said.

He added that the suspects have been released on police bond and would face judicial proceedings soon.

Tamba urged public officials entrusted with managing resources, including donor funds, to uphold procurement laws and avoid abuse of authority.

He also encouraged citizens to report suspicious financial activities to help combat economic crimes.
