Lusaka Principal Resident Magistrate, Silvia Munyinya, has ruled that former Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda has a case to answer over alleged breaches of procedure in the disposal of 22 motor vehicles.
Chanda, along with former ZRA Director of Administration, Callistus Kaoma, faces 22 counts of willful failure to follow established procedures, contrary to Section 34 (2) (b) of the Anti-Corruption Act No. 3 of 2012.
The offenses are said to have occurred between January 1, 2017, and December 31, 2020.

Prosecutors allege that Chanda and Kaoma disregarded legal protocols while handling the disposal of various vehicles, including a Nissan Hardbody (ABL 6927), a Nissan Tiida (ABV 5918), a Toyota Corolla (ABZ 7209), and a Mitsubishi Pajero (ABL 3850).
The court’s ruling determined that the prosecution had established a prima facie case against Chanda, requiring him to present his defense.
His defense hearing has been scheduled for April.
