Ex-revenue authority boss, Chanda, in court over alleged abuse of authority

Former Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda, and former Director of Administration, Callistus Kaoma, have been dragged to court for 23 counts of abuse of authority and willful failure to comply with applicable law and procedure.

When the matter came up on Wednesday at the Lusaka Magistrate Court, Chief Resident Magistrate, Davies Chibwili, allocated it to magistrate Sylvia Munyinya.

However, the accused persons could not take plea because the trial court judge was not present.

The matter was later mentioned before magistrate Kansankala who adjourned it to July 7 for plea.

The duo are facing 22 counts of wilful failure to comply with procedure contrary to Section 34 (2) (b) of the Anti-Corruption Act No. 3 of 2012, and one count of Abuse of Authority of Office contrary to Section 21(1)(a) of the Anti-Corruption Act No. 3 of 2012 of the Laws of Zambia.

It is alleged in count one that Chanda and Kaoma on a date unknown but between January 1, 2017 and December 31, 2020 in Lusaka, being Public Officers namely, Commissioner General and Director Administration respectively, at Zambia Revenue Authority, a public body, did wilfully fail to comply with the applicable law and procedure relating to the disposal of property in the manner they disposed a motor vehicle namely, Mitsubish Pajero bearing registration number ABK 6092, the property of Zambia Revenue Authority.

It it also alleged in count 13 that Chanda and Kaoma on a date unknown but between January 1, 2017 and December 31, 2020 in Lusaka, did abuse the authority of office in the manner they disposed a motor vehicle namely, Toyota Hilux bearing registration number ABM 8166, an act which was prejudicial to the Government of the Republic of Zambia.

Details in the last count, it is alleged that Chanda and Kaoma on a date unknown but between January 14, 2017 and December 31, 2020, in Lusaka, wilfully fail to comply with the applicable law and procedure relating to the disposal of property in the manner they disposed a motor vehicle namely, Mitsubish Pajero bearing registration number ABR 9684, the property of Zambia Revenue Authority.
