Ex-Civil Service Commissioner, Chipango, lauds Hichilema’s administration

Former Civil Service Commission Vice Chairperson, Hillary Chipango, claims that government has achieved numerous positive developments in less than two years the United Party for National Development (UPND) assumed office.

Chipango who is a former trade unionist said Tuesday that it was unfortunate to always want to pretend not to see anything when in actual fact the government has achieved a lot.

“One loses nothing by acknowledging and appreciating positive achievements and works by the government,” he said.

Chipango mentioned an increase in Constituency Development Fund (CDF) as one of the positive developments.

“This is a demonstration of mature leadership…leadership which is not vengeful. From this CDF unprecedented development has been seen, health centers and classroom blocks have been constructed and desks have been procured,” he said.

Chipango said the recruitment of over 30,000 teachers and over 11,000 health workers was not a small achievement.

“The realisation of this recruitment exercise speaks volumes of the commitment exhibited by the UPND government to address the human resource challenges that, successive governments have been facing. The provision of teachers and health workers is a direct injection in the social sector by provision of quality education and health care services,” he said.

Chipango said educated community was a healthy community leading to high productivity.

He said the actualisation of the decentralisation policy was another milestone to acknowledge.

Chipango said the benefits were directly benefiting many Zambians in those hard-to-reach areas leading to development in the rural areas

He said there was renewed hope and motivation among civil servants.

“It is not a secret that for a long time civil servants were owed by govt in personal emoluments. The dismantling of these arrears will go a long way in enhancing efficient service delivery in our public institutions. This shows that the government knows and understands the importance of having a motivated workforce. A motivated workforce is productive,” he said.

He said retiring civil servants were receiving their dues in record time.
