Electoral commission sets dates for Kawambwa, Kabwe by-elections amid court delays

The Electoral Commission of Zambia (ECZ) has announced that nominations for the Kawambwa District Council Chairperson by-election will proceed on October 19, 2024, with polls scheduled for October 27, 2024.

ECZ Chief Electoral Officer, Brown Kasaro, confirmed that the Lukanga ward by-election in Kabwe district would take place on November 4, 2024.

Speaking at a media briefing in Lusaka on Thursday at the Commission’s Headquarters, Kasaro stated that the nominations for the Lukanga ward by-election were still valid, meaning no new nominations would occur for that election.

“The Commission was initially set to hold the Council Chairperson by-elections in Kawambwa District of Luapula Province and Lukanga Ward in Kabwe District in Central Province on September 19, 2024,” Kasaro said.

He noted that both by-elections were prompted by convictions leading to custodial sentences for the Kawambwa District Council Chairperson, sentenced to five years, and the Lukanga ward Councillor in Kabwe, sentenced to nine months.

Kasaro explained that the nominations for the Kawambwa by-election could not proceed as scheduled due to a court order issued on August 19, 2024, by the High Court of Zambia in Chinsali, which stayed the nomination and by-election pending judicial review.

Similarly, while nominations for the Lukanga ward were successfully conducted, the polls could not proceed due to a court order issued on August 20, 2024, by the High Court of Zambia in Kabwe, also staying the nomination and by-election pending judicial review.

He urged all political parties and stakeholders to familiarize themselves with the electoral code of conduct and to avoid any violations.

“Even with differing views, political parties and candidates must coexist and conduct campaigns positively,” he appealed.

He encouraged parties and candidates to report conflicts to the Conflict Management Committees established by the Commission to address issues at both national and district levels.

Kasaro also advised political parties and candidates to carefully select polling agents, emphasizing their critical role in ensuring proper representation at polling stations.
