COMESA launches digital yellow card to streamline insurance verification at borders

The Common Market for Eastern and Southern Africa (COMESA) has introduced a digital insurance scheme to simplify the verification of the COMESA Yellow Card across member states.

The new Digital Yellow Card USSD Application facilitated real-time data sharing, ensuring quicker and more accurate verification of insurance coverage at border posts.

Launched by the COMESA Council of Bureau Secretariat, the digital platform was a regional third-party motor vehicle insurance scheme that allowed traders, transporters and citizens from COMESA member states to obtain and review the insurance document online, enhancing efficiency and security.

Speaking at the launch in Lusaka on Thursday, Commerce, Trade and Industry Permanent Secretary, Lillian Bwalya, highlighted that the application was aimed at fostering a more connected and integrated Africa.

Bwalya noted that the platform simplified access to the Yellow Card, reducing the cumbersome processes involved in obtaining it physically.

“The Digital Yellow Card will be accessible online, allowing motorists to obtain and renew their insurance coverage from the comfort of their homes or offices,” said Bwalya.

“This digital platform will also reduce the risk of fraud and counterfeit documents, ensuring all Yellow Cards are authentic and verifiable, thereby enhancing trust and security across our borders.”

Bwalya also mentioned that the implementation of the application sets the stage for future innovations, including digital customs procedures and integrated border management systems.

COMESA Council of Bureau Secretariat Chief Executive Officer, Calven Mutyavariri, stated the importance of the cards in promoting road safety and security by ensuring that motor vehicles transiting through various crossing points are adequately insured.

Mutyavariri explained that the digital platform allowed officers in different jurisdictions to validate the authenticity of the card by entering the vehicle’s registration number, which triggered the system to transmit data on the document’s validity.

ZSIC General Insurance Limited acting Managing Director, Sylvia Nguluwe, called for increased awareness of the Yellow Card product, stating that the insurance industry must focus on boosting uptake, especially as they commemorate Insurance Week this month.

Zambia Police Service Inspector General, Graphel Musamba, praised the new online platform as a significant milestone in the collective efforts to enhance road safety.
