Charles Loyana, wife sentenced to 3 years imprisonment for corruption

The Economic and Financial Crimes Court on Friday convicted and sentenced Charles Loyana, and his wife Susan to three years imprisonment for being in possession of property suspected to be proceeds of crime.

In this matter Charles Loyana and Susan Sinkala were charged with corrupt practices involving concealment and possession of property suspected to be proceeds of crime valued at over K 37 million.

Lusaka Magistrate Judge, Faides Haamaundu, sentenced and convicted the couple of the offence, contrary to Section 71 (1) of the Forfeiture of Proceeds Act No. 19 of 2010.

Anti-Corruption Commission acting Head of Corporate Communications, Dr. Dorothy Mzumara, confirmed the conviction in a statement issued in Lusaka on Friday.

Mzumara said in 2019, the Commission under took an administrative forfeiture in which the 48 properties were forfeited to the State pursuant to Statutory Instrument No. 58 of 2004.

“The Commission proceeded with the criminal investigations which resulted in the arrest of the couple and eventual conviction of the couple today,” she said.

Mzumala said the Commission was elated with today’s ruling in that, justice has been adequately served on the couple and hopes that this conviction of the two civil servants will be a deterrent to would be offenders.

“The Commission would like to take this opportunity to warn public officers to take a leaf from this matter by ensuring that public resources entrusted to them by virtue of their positions are utilised in an accountable and transparent manner,” she said.
