The Edgar Lungu-led Patriotic Front (PF) Secretary-General, Raphael Nakacinda, has been detained at Kabwata Police Stations in Lusaka.
Nakacinda’s lawyer, Makebi Zulu, told Journalists in Lusaka on Monday, that his client had been detained after a warn and caution statement was recorded from him.
Zulu said Police alleged that sometime in 2022, Nakacinda made statement to the public which infuriated the Electoral Commission of Zambia (ECZ).
He stated that ECZ accused Nakacinda of failing to obey a statutory duty by making a statement relating to the Commission.
“Police have since detained Nakacinda on the charge of failing to obey statutory duty when he had no duty whatsoever,” Zulu said.
He stated that it appeared that no one was allowed to say anything against the Commission as it would be deemed criminal.
Party Chairperson for Information and Publicity, Emmanuel Mwamba, said there was lack of independence and fair-play at the Commission.
Mwamba stated that the party had on several occasions made complaints about the employment of known United Party for National Development members such as Mwangala Zaloumis and lack of independence at the Commission.

“Honourable Nakacinda expressed concern that he had information on pre-marked ballot papers during the Lusangazi, Mkushi and Mwense Council Chairperson by-elections,” he said.
Mwamba expressed shock that the Commission had not taken the same action against President Hakainde Hichilema when he made similar allegations whilst in opposition.
He expressed surprise as to why it had taken the Commission 2 years to complain against Nakacinda.
Mwamba alleged that this was a plan to intimidate the opposition but that the party would, however, not give up on participating in enhancing democracy in the country.
