Bill for Constitutional reforms to review by-elections, delimitation of constituencies, others arrives parliament June 24

The long-anticipated delimitation process is officially set to proceed, with the government confirming that the Constitution of Zambia (Amendment) Bill, 2025 will be presented before Parliament for deliberation on June 24, 2025.

According to a notice issued by the Ministry of Information and Media last week, the Bill would be published in the government Gazette for a 30-day public consultation period beginning May 21, 2025 and ending June 21, 2025, in line with Article 79 of the Constitution, Cap. 1.

This public consultation phase would allow Zambians to review, scrutinize, and provide feedback on the proposed constitutional amendments, especially those related to delimitation of constituencies, by-elections, and the quota system.

The Electoral Commission of Zambia (ECZ) is scheduled to submit its official report to the Ministry of Justice on April 22, 2025.

This report would outline recommendations for redefining and increasing constituencies based on population growth and distribution, planning of future by-elections, and potential implementation of a quota system aimed at improving representation.

“Following the ECZ’s submission, the Ministry of Justice will begin drafting the Constitution of Zambia (Amendment) Bill from April 23 to May 20, 2025, incorporating proposals based on the ECZ report and stakeholder engagements,” the notice read in part.

The process follows a March 26, 2025 briefing to Parliament by the Minister of Justice, who updated the House on the roadmap and content of the proposed constitutional amendments.
