Anti-corruption agency arrests two contractors for alleged theft involving K79,000

The Anti-Corruption Commission has arrested the former President of the National Association of Small and Medium Contractors, Edward Mpepo, and the former Secretary General of the same association, Danny Simumba, for corrupt practices involving K79,000.

ACC Head of Corporate Communications, Timothy Moono says Mpepo, 59, of Kasupe Farms in Lusaka West and Simumba, 51, of Nkana East, have been jointly charged with five counts of Theft by Agent contrary to Section 280 (b) of the Penal Code cap 87 of the laws of Zambia

He said details are that the duo jointly and whilst acting together on a date unknown but between 1st June 1, 2018 and June 31, 2018 in Lusaka being the President and General Secretary respectively for the National Association of Small and Medium Contractors stole cash in separate amounts totaling K79,000.

The funds were intended for workshops, benchmarking studies and feasibility studies by the said Association which funds were derived from the National Road Fund Agency, a public body.

Moono said further, the Commission has separately charged Mpepo with one count of Theft by Agent contrary to section 280 (b) of the Penal Code cap 87 of the laws of Zambia involving K60,000.

He said the Commission has also charged separately Simumba with one count of Uttering a False document namely a receipt contrary to section 352 of the Penal Code cap 87 of the Laws of Zambia.

“Simumba generated a receipt to purport that he had engaged consultancy services for the Association when in fact not,” Moono said.

He said the duo has since been released on Bond and will appear in court on March 30, 2023.
