Again, UPND chieftain, Sampa, accused of scamming another Japanese of $70,000

Police have arrested UPND Mobilisation Committee Member Kelvin Sampa, for obtaining money by false pretenses amounting to US$70,000, adding to his prior arrest for multiple offenses,including obtaining US$80,000 under similar circumstances.

Sampa, 52, of Plot 345, Meanwood Ibex Hill, Lusaka, was charged under Section 309 of the Penal Code Act, Chapter 87 of the Laws of Zambia, according to Police Spokesperson Rae Hamoonga.

In a statement issued on Monday, Hamoonga detailed that between July and September 2024, Sampa, acting in concert with unidentified individuals, fraudulently obtained $70,000 from Kunihiro Fugishima and his partner, Yukie Nakamina, both of Nakamishi Company in Japan.

“The accused is alleged to have misled the complainants by claiming he would supply them with refined gold from Zambia, which did not materialize,” Hamoonga stated.

The arrest followed thorough investigations by the Zambia Police Service in response to a complaint from the victims. Hamoonga noted that Sampa, previously arrested for a similar offense, had been released on police bond and would soon appear in court.

“We remind the public to exercise due diligence when engaging in business transactions, especially with unfamiliar individuals and companies,” he cautioned.

Hamoonga assured that the Zambia Police remained committed to addressing all forms of fraud and financial crimes in accordance with the law.

Earlier this month, Sampa was also arrested for alleged multiple offenses, including obtaining $80,000 by false pretenses.

He faces additional charges of possession of counterfeit notes and implements intended for forgery.
