Low subscription to health insurance scheme in rural areas worries parliamentary committee

The Parliamentary Committee on Health has expressed concern over the low uptake of the National Health Insurance Management Authority (NHIMA) scheme in rural areas, despite greater utilization in urban centers.

Committee Chairperson, Dr. Christopher Kalila, emphasized government’s duty to provide quality healthcare for all citizens but acknowledged that rising population growth has increased the burden of disease.

Speaking during a courtesy call on Northern Province Permanent Secretary, Bernard Mpundu, in Kasama on Friday, Kalila highlighted the need for additional healthcare funding, including donor support.

“We must explore ways to raise additional funds for healthcare, and one potential avenue is through donor support. The U.S. government, for example, has contributed $8 billion to our country over time, much of which has gone towards the health sector,” he said.

Kalila acknowledged NHIMA’s benefits, particularly for those struggling to afford medical care, but noted that challenges remain.

“While we recognize the scheme’s challenges, it has been beneficial to many. We have engaged with key stakeholders and provided recommendations to enhance its effectiveness,” he stated.

Meanwhile, Northern Province Permanent Secretary Bernard Mpundu criticized NHIMA’s slow response in delivering services and called for improved access in rural areas.

“NHIMA is a valuable initiative, but it requires more sensitization to reach our rural populations,” Mpundu said.
