Road agency appoints independent engineering consultant to enhance monitoring, evaluation of Lusaka-Ndola road project

The Road Development Agency (RDA) has appointed an independent engineer for the Lusaka-Ndola Dual Carriageway project to provide unbiased opinions and mitigate technical risks, ensuring better oversight and quality assurance for the project.

This decision followed a recommendation from the Engineering Institution of Zambia (EIZ), which had previously raised concerns over the lack of an Independent Engineering Consultant.

EIZ president, Wesley Kaluba, stated that in 2024, an EIZ technical committee conducted audits on the ongoing construction works and discovered the absence of an independent consultant.

In a letter received on March 11, 2025, from RDA Acting Director and Chief Executive Officer, Engineer. Jairos Mhango, EIZ was informed that Messrs. ILISO Consulting Engineering Limited had been appointed on February 25, 2025, to oversee the project.

This followed a statement by EIZ urging the urgent appointment of an independent consultant for the critical infrastructure project.

Kaluba expressed gratitude to the RDA Board and Management for responding positively to the call, adding that the institution recommends that the Concession Agreement be reviewed to ensure an independent engineer was appointed for each section of the project to enhance monitoring and evaluation.

EIZ also pledged to continue monitoring the project, emphasizing the importance of safety standards and best practices to prevent substandard work and ensure the long-term durability of the road once it was completed and handed back to the public.
