Football Association of Zambia (FAZ) president, Andrew Kamanga, has petitioned the Lusaka High Court to compel the Drug Enforcement Commission (DEC) to release his passport, arguing that its continued withholding is unlawful and violates his constitutional rights.
In his petition, filed on February 18, 2025, Kamanga contends that DEC’s requirement for him to seek prior approval before traveling, along with repeated bond extensions, contravenes Articles 11, 18(1), and 22(1) of the Zambian Constitution.
He has cited the Attorney General in the case and is seeking a declaration that DEC’s demand for periodic bond extensions is unconstitutional.
He also wants the court to rule that requiring his travel approval from DEC is illegal.
Additionally, he is demanding compensation for business losses and reputational damage caused by the prolonged legal uncertainty.
Kamanga was arrested on April 23, 2024, alongside three others, on charges of obtaining money and pecuniary advantage by false pretenses and conspiracy to defraud.
He was released the same day on police bond, secured by two sureties.
While his bond conditions did not require him to surrender his passport, Kamanga claimed DEC arbitrarily seized it, preventing him from conducting international business.
He argued that DEC’s refusal to return his passport and indefinite bond extensions amount to an abuse of power.
The court is yet to set a date for the hearing.
