Oryx, United Metro, Rubis, others sanctioned for breaching license conditions

The Energy Regulation Board (ERB) has penalized some oil marketing companies for breaching licence conditions and failing to pay outstanding statutory fees.

ERB acting Public Relations Officer, Musonda Chibulu, said the actions stem from thorough compliance audits and regulatory oversight designed to ensure adherence to the operational standards set out in the Energy Regulation Act.

Chibulu in a statement issued in Lusaka on Thursday emphasized the importance of adhering to permitting processes for ensuring safe and authorized operations.

Oryx Energies Limited was fined K240,000 for operating without the necessary construction permits, a violation of Section 22 of the Energy Regulation Act.

This penalty covers four sites, with a fine of K60,000 applied to each.

In addition, United Metro Energy was fined K75,000 for operating without a licence, in violation of Section 10 (1) of the Energy Regulation Act.

“Operating without a licence is a serious regulatory breach, jeopardizing both industry standards and public safety,” he said.

Rubis Energy, located in Kalingalinga, faced enforcement action due to alleged fuel contamination, breaching Clause 7.7 of the Quality Control and Monitoring Guidelines.

Chili stated that the company was fined K60,000, stating that ensuring fuel quality compliance was essential for consumer safety and trust.

Apex Energies Limited and Ravasia Motors were found to have outstanding statutory fees of K9,851.04 and K111,490.94, respectively.

Chibulu said following enforcement measures for debt recovery, both companies settled their dues in full.

“The ERB remains steadfast in its commitment to maintaining the highest standards of safety, operational efficiency and regulatory compliance in the energy sector,” he said.

Chibulu stated that the enforcement actions underscored the ERB’s determination to ensure that all licensed entities comply with their licence conditions and operate within the framework of the Energy Regulation Act.

He encouraged the public to report any concerns related to energy products and services provided by any licensee.
