Police detective testifies against Facebook user, tells court post capable of inciting citizens

Detective Inspector, Malumbe Moono, has testified in the Lusaka Magistrates’ Court, stating that a video linked to Brebner Changala had the potential to incite people to revolt against the government.

Moono, based at Zambia Police Service Headquarters, told the court that on May 28, 2024, a man named Bill Kapinga lodged a complaint regarding a Facebook video posted on the PF page.

Kapinga expressed believe that the video could incite public discontent against the government.

The video accused the State of sponsoring the abduction of Jay Banda and alleged that the government was using state machinery to assault its citizens.

Nono recorded Kapinga’s statement and later received a similar complaint from another individual, Mwenda Polen.

Moono extracted and preserved the video, submitting it for forensic examination.

The forensic report confirmed that the video’s content had the potential to incite disaffection against the government.

Moono then invited Changala for an interview, but after failing to receive a satisfactory explanation, he arrested and charged him with seditious practices.

During cross-examination, Moono acknowledged that there was no standard procedure for logging complaints.

He also stated that he was unaware of Kapinga’s familial connection to Minister of Local Government and Housing, Gary Nkombo.

Despite this, Moono maintained that the content of the video was seditious and could potentially incite people against the government.
