The Government has raised concerns over the increasing number of applications for services under the Lands and Deeds Department being submitted by individuals who are not qualified lawyers.
Lynn Habanji, Commissioner of Lands at the Ministry of Lands and Natural Resources, highlighted this issue in a statement issued in Lusaka on Tuesday.
She noted that the trend had also extended to individuals with vested interests in the documents, leading to the submission of substandard documents, instances of fraud and numerous errors.
Habanji explained that these issues had negatively impacted the Department’s service delivery.
“According to Regulation 3 of the Lands and Deeds Act, Chapter 185 of the Laws of Zambia, no documents relating to land—other than a state grant—are supposed to be registered by the Registrar of Lands and Deeds,” she said.
She further said that documents should only be submitted for registration either by a person directly interested in the documents or by a legal practitioner.
Those interested in the documents typically included parties directly involved in the documents submitted for registration.
“In our continued effort to serve the public effectively and efficiently, the Ministry advises all members of the public to comply with the law,” Habanji said.
