The Zambia Institute of Policy Analysis and Research (ZIPAR) has indicated measures it is advocating for to improve domestic resource mobilisation in the country.
ZIPAR Researcher, Jones Bowa, pointed out some of the measures as prioritising reforms around the identified sectors in the Eighth National Development Plan (8NDP).
Bowa cited tourism, agriculture, mining and manufacturing sectors are areas needing priority in a quest to improve domestic resource mobilisation.
He emphasised the need for Zambia to raise domestic resource to address challenges that kept emerging.
He said this in Lusaka at the National Conference on Debt and Development in his presentation on Domestic Resource Mobilisation-Opportunities and Challenges.
During the conference, Bowa said: “We need to ensure that we review the tax incentives so that we target them to the local private businesses to ensure that we grow the local economy as well as support the private sector through access to cheaper financing.
“We need to support them with capacity building training to ensure that we grow the local businesses because they are the ones who then grow their economy.”
He also discussed digitalisation of the tax administration, which he said needed to be monitored to assess the impact of the measures.
“We need to enhance tax compliance for players through digitalisation of tax administration systems. A number of measures, as mentioned have already, been put in place.
“These are the electronic invoicing and export tracking to ensure that we monitor and see how effective these measures have been and then make amendments where we feel there are errors of improving,” he said.
