The Electoral Commission of Zambia (ECZ) has announced the appointment of Brown Kasaro as its new Chief Electoral Officer (CEO).
Kasaro takes over from the former ECZ leader, Patrick Nshindano, whose contract ended in 2022.
ECZ Chairperson, Mwangala Zaloumis, announced the appointment of Kasaro at a media briefing in Lusaka on Wednesday.
Zaloumis said the appointment of Kasaro was coming from a rigorous and thorough process which had seen the Commission without a CEO for over a year.
She said the Commission in the selection of Kasaro conducted three rigorous interviews with all the candidates who had applied for the position, following the placement of an advert in the media.
“The Commission on June 30, 2023 appointed a panel to interview the 20 shortlisted candidates and this comprised of an expert from Public Service Division, Dag harmasjkoed Institute of Peace and Conflict Management Studies, Copperbelt University, Institute of Directors, Zambia Institute of Chartered Accountants and in addition four members of the Commission joined the panel,” Mwangala said.
She said the interviewing panel was chaired by an Independent representative from the Zambia Institute of Human Resources Management and the 20 shortlisted candidates were then subjected to a three tier interview.
Mwangala said the first phase of interviews which were face to face were conducted at Twaangala Park in Chilanga District from the 10 to the 14th of July, 2023 and all the 20 candidates attended the interviews.
“After the physical interviews and submission of the report to the Commission for the first interview, the Commission recommended that no matter the performance from the first interview, all the candidates be subject the cycle metric assessment,” she said.
Mwangala said the assessment was conducted from 2nd to 3rd August, 2023 and were conducted by Top Floor Limited and the cycle metric assessment was done in two batches.
She said this was meant to subject all the interviewed candidates in the first phase done among the 11 best performing candidates to the same assessment process regardless of their score during the interviews.
“The final interviews for the position of CEO was based on the attainment of a consolidate score of 70 percent and above in the first and second assessments,” Mwangala said.
She said the last interviews were based on situation management, analysis, presentation, ethics and trust, governance, resource management, stakeholder management and Communication.
Mwangala said after the final interviews, the interviewing panel recommended three candidates for possible consideration by the Commission for the vacant position of ECZ CEO.
“I Am glad to break the good news that the recruitment process of the CEO was fulfilled in a transparent and credible manner, which we are proud of and can attest to because we have been part of the process,” she said.
Mwangala said the Commission analysed the top three performing candidates and settled for Kasaro who came out on top in all the interviews.
Kasaro holds a Bachelor’s of Engineering from the University of Zambia, 15 years of election experience, an electoral technology expert and worked at the Commission as Director of Information and Communications Technology for 11 years.
