Zambia Public Procurement Authority suspends Beachcraft Investments for 2 years

Beachcraft Investments Limited has been suspended from participating in public procurement for a period of two years for alleged submission of fake National Council for Construction (NCC) Certificate.

This is according to the Zambia Public Procurement Authority (ZPPA) Public Relations, Inutu Mushambatwa, in a statement issued in Lusaka on Tuesday.

Mushambatwa said this was in a tender for the proposed Fit Out of the Zambia National Provident Fund (ZNPF) processing centre at Chitanda House in Kabwe.

“ZPPA instituted an investigation into the tender following a recommendation from the National Pension Scheme Authority (NAPSA),” she said.

Mushambatwa said during the investigations, it was observed that Beachcraft Investments Limited had attached an NCC Certificate that was issued under the repealed NCC Act of 2003 instead of the NCC Act No. 10 of 2020.

She further said the Authority observed that submission of the NCC certificate was a requirement provided in the solicitation document for the tender.

“The submission of an NCC Certificate that was not genuine was contrary to section 57(1) (b) and (c) of the NCC Act No. 20 of 2020,” Mushambatwa said.

She said the investigations further revealed that Beachcraft Investment Limited did not have the registration certificate for 2022 and 2023 as claimed during the tender process.

Mushambatwa said ZPPA therefore established that Beachcraft Investments Limited provided information that was not genuine in the tender for the proposed Fit Out of the ZNPF processing centre at Chitanda House in Kitwe.

“The suspension includes any ‘successor in interest’ including any entity which employs or is associated with any partners, directors or other officers considered as successors in interest,” she said.

Mushambatwa said the suspension did not in any way limit Beachcraft Investments Limited from performing outstanding contracts that were entered into before July 5, 2023 and which are unrelated to the tender process in question.

She said procuring entities shall not enter into any new contracts with the supplier after July 5, 2023.

Mushambatwa said ZPPA had issued full details of the suspension through Circular No. 3 of 2023.

“ZPPA has therefore, advised all procuring entities through the circular to enforce the suspension by ensuring that they do not award contracts, sell or issue solicitation documents or in any other way invite bids from Beachcraft Investments Limited,” she said.

Mushambatwa said the Authority had further advised all procuring entities not to enter into any other dealings with or communicate with the suppliers except in respect of existing contracts placed prior to this suspension.
